Piloting the Chhattisgarh Public Service SC/ST/OBC Reservation (Amendment) Bill-2022 and Chhattisgarh Educational Institutions Reservation in Admissions (Amendment) Bill 2002, chief minister Bhupesh Baghel said, “After the bills are passed, our senior ministers will call on the governor today itself to request her to grant her assent. We will also strongly defend these reservations in Supreme Court by presenting quantifiable data.” Baghel urged leaders of all political parties to “rise above party politics” and meet the PM to protect reservation in the state.
An important provision in the bill is reservation on the basis of population ratio in class3 and class4 posts at the division and district levels.
The debate grew quite heated at times and urban development minister Shiv Deharia and senior BJP legislator Ajay Chandrakar almost came to blows. Other MLAs from both sides had to intervene to keep Deharia and Chandrakar apart. After the CM tabled the two bills, opposition leaders asked how the bills could be tabled and discussed when the matter is sub judice and related cases are pending before the Supreme Court.
They also asked if the government had discussed calling the special assembly session on these bills with Election Commission since the Bhanupratappur bypoll is scheduled for December 5. BJP members alleged it was an election ploy to please tribal voters, and demanded the session be called after counting day on December 8.It was during this debate that Deharia passed some comments about opposition leaders that triggered even noisier scenes. After the bills were passed, chief minister Baghel moved a resolution, urging the Centre to include Chhattisgarh’s reservation in the Ninth Schedule of the Constitution, which lists central and state laws that cannot be subjected to judicial scrutiny.
