Power sector regulators headless amid reforms push | India News – Times of India

NEW DELHI: The Appellate Tribunal for Electricity and Central Electricity Regulatory Commission, two of the country’s top regulatory bodies dealing with issues in focus of the government’s latest power reforms push, are headless.
The appellate tribunal (APTEL) has been without a chairperson for a year since Justice Manjula Chellur retired in August 2021. The regulatory commission (CERC) has been without a chairperson since P K Pujari, who was appointed in February 2018 after retiring as power secretary, completed an extended term at the commission in June.
APTEL is the top adjudicating body for legal disputes over tariffs, monetary claims in the energy sector. CERC primarily regulates tariffs to ensure fair play, a key area of disputes.
A Supreme Court judge-headed panel had last year recommended the names of Justice Manjula Chellur, former chief justices of Allahabad and Uttarakhand high courts, Sanjay Yadav and R S Chauhan, respectively, for the post of APTEL chairperson. Justice Chellur had served as APTEL chairperson from August 2018 to August 2021 and reapplied for the position.
For CERC chairperson’s post, the power ministry had in February suggested the names of 10 former bureaucrats but the government is yet to announce its pick.
