Official sources told TOI that UIDAI, which is responsible for issuing Aadhaar, is also seeking to reduce the need for submitting physical copies of the ID by using authentication devices, which was the original idea. Over the years almost all agencies, including banks and telecom companies, have started demanding photocopies, which Aadhaar users have been forced to give, increasing the risk of identity theft.
Currently, 40% of the authentication is done for Aadhaar-enabled Payment Services, with another 20% accounted for by public distribution system. The government has argued that the use of the unique ID has drastically reduced leakages from the government schemes as ghost beneficiaries have been weeded out and the money is flowing to the actual beneficiaries. “UIDAI is talking to government agencies to see if they are properly authenticating Aadhaar and discuss how it can be strengthened,” an official said.
Another source indicated that states may be gently nudged to link some more schemes to Aadhaar to improve delivery. Besides, the agency is moving to what is called L1 biometric authentication, arguing that it offers better security with a phased rollout in coming months.
Sources said that all stakeholders, including e-KYC user agencies, are in the loop and a formal rollout in phases will happen soon. L1-registered biometric authentication devices are seen to have tamper-proof hardware and capture, signing and encryption of individual data at the hardware level.
