NEW DELHI: China has blocked a proposal by India and US at the UN to designate Pakistan-based Jaish-e-Mohammed (JeM) deputy chief Abdul Rauf Azhar as a ‘global terrorist’.
“We need more time to assess the relevant application,” Chinese foreign ministry spokesman Wang Wenbin said in Beijing. This is the second time in less than two months that China has put a hold on a listing by the US and India to blacklist a Pakistan-based terrorist under the sanctions committee of the UN Security Council.
Sitting in Pakistan, Azhar planned and launched several audacious attacks on Indian targets that brought the two nations to the brink of war.

  1. Abdul Rauf Azhar is the brother of Jaish-e-Mohammed chief Masood Azhar.
  2. Rauf Azhar was among the conspirators behind the 1999 hijack of Indian Airlines flight IC-814 to secure the release of his brother Masood Azhar from a jail in India.
  3. He was also behind the Jaish attack on Indian Parliament in 2001, the 2005 attack on makeshift Ayodhya Ram temple, and the 2016 attack on an IAF base in Pathankot.
  4. India had responded with biggest military mobilisation after 1971 called Operation Parakram following the Parliament attack, leadind to a war-like development on the Pakistan border.
  5. After the 2019 CRPF convoy attack in Pulwama, India carried out a targeted air strike on terrorist camps in Pakistan’s Balakot, crippling the spine of JeM.
  6. Rauf Azhar was designated a ‘global terrorist’ by the US in 2010.
  7. A number of Interpol Red Corner Notices are pending against 48-year-old Rauf Azhar who is ensconced in the safety of the Pakistani establishment.
  8. A video of Rauf Azhar which was uploaded on a website in Pakistan, where he could be seen claiming responsibility for the Pathankot attack and complimenting his boys for it, was sent to Interpol. The video was later removed and the website also vanished.
