NEW DELHI: BJP spokesperson and advocate Nalin Kohli has requested the Supreme Court to ask the Bureau of Police Research and Development (BPRD) to study the worrisome link between free access to internet pornography and spiralling child sexual abuse cases.
In a well documented PIL, Kohli said urgent measures were required to block minors’ access to internet porn and drew the court’s attention to a recent investigation by the Assam Police of Nagaon District into the rape and murder of a six-year-old girl, which revealed the dangerous impact of easily accessible web-based violent pornography material on the minds of impressionable minors.
Perpetrators of the gruesome rape-cum-murder of the six-year-old were four minors, aged between 8 and 11 years and porn addicts, mentioned the police report, as quoted by Kohli in the PIL. The police revealed that the minors committed the crime because the victim refused to participate in viewing porno with them and resisted the sexual assault.
In an emergent situation where minors are involved in a number of sexual assault cases, it has become imperative to collate and analyse qualitative data from all state and UT police by a specialised agency like BPRD to conclusively determine whether minors on viewing pornographic content become depraved to commit sexual crimes against women and children and thereafter attempt to erase the evidence. This would help all stakeholders to take remedial measures, he said.
Kohli said it is most appalling that many of the victims of such crimes are children including infants. “What is a matter of even greater concern is that sex education for appropriate sexual behaviour is not part of the education system and treated as socially inappropriate and even a taboo,” he said.
He requested the SC “to direct authorities of all the state police organisations, to collect data in a time-bound manner on the specific issue of investigations to confirm a link between the viewing of pornographic material and acts of rape and also consider formulating an SOP by its police to include the aspect of viewing of pornographic material while investigating cases of rape and sexual assault.
